Regional Disciplinary Administrator's Report
Another report from me.
This has been another good
year for the Association. We are still
hard pressed for volunteers at all levels of the game but it has been great to
see some new faces coming forward to assist with new responsibilities.
I mentioned last year
something of the challenges required both regionally and at county level to
accommodate the England Hockey Single System.
Whilst much still remains to be done at national level to set the
parameters in place for a truly national system a considerable amount of
progress has been achieved locally.
The Association is
extremely grateful to Tony Eaude for his leadership of our development group
responsible for implementing the single system. Tony has worked tirelessly to make the system work for the
benefit of the young players and to ensure that the 2009 junior regional
performance centres (JRPCs) were effectively organised. He has the 2010 programme well in hand.
We had an extremely shaky
start in 2008 when the Association incurred considerable unbudgeted
expense. Thanks to some hard thinking
by a national working group some clarity was brought to the financial side of
the operations of JRPCs and Tier 1 competitions by determining that costs were
being incurred for a national project and were not regional association costs
but national project costs. This meant that
all players paid the same fees and facilities costs were equalised across the
JRPCs. As a result the Association
achieved a small surplus on the JRPCs overall and this helped cover costs
incurred because the Tier 1 budgets prepared nationally were still not correct.
The whole national management
system has been re-jigged and it must be hoped that the financial regime will
be completely under control for the next round and that information flows from
the centre and nationally based appointments will be better organised and more
timely.
The local junior county
(JAC) competitions went well in spite of weather conditions this year. The centralised calendar still fails to
understand the problems of resources – venues, organisers and officials – so we
made some local decisions as to when and where to hold the matches. Sandra Marlow and Richard Macer and their
junior committees are to be thanked for the effort put into running all aspects
of junior hockey.
The Masters is now where the
Association’s banner is carried by way of representative sides. Our squads did very well in the regional
tournaments. The men put out six sides
in the regional tournaments and achieved an impressive or which we won 4, came
2nd once and 3rd once.: Over 40 1st; Over 45
1st; Over 50 1st=; Over 55 2nd; Over 60 1st; Over 65 3rd. The women are
putting out two sides at Over 40 and Over 45.
Our league winners this
year were Wimbledon (men) and Surbiton (ladies). We wish them well in the EHL.
Both have been placed in the East Conferences so they are spared the
long hikes to the Welsh Marches or worse.
Much dedicated effort goes
into the skills development and fitness and this shows in the results at all
levels obtained by our clubs in national competitions. These achievements are
summarised below.
The new open structure of
the South men’s league must be classified as a success. It will take a little time the bed down but
it has already given better hockey for better matched teams. In the women’s league the promotion
relegation structure of the third division has been reorganised for next season
by using a merit table of both divisions so only the poorest performing clubs
returned to their county.
There has been a
regrettable increase in the number of MMOs as well as a small increase in the
number of red cards. It was a shame to
see school children getting red cards but I should record that the support from
the schools was real and appropriate.
Of course proportionately, given the amount of hockey in the South, and
its competitiveness, the number of offences is small. It is a fundamental tenet within the Association that we support
our umpires at all levels and abuse of umpires during or following a game will
not be tolerated. Our disciplinary administrators
will be given the fullest support when imposing the penalties at the level
agreed by Council.
Umpires remain in short
supply at all levels of the game. The
SCHUA is very successful in promoting its members to national status. This however can be a self-inflicted
wound. It has sufficient umpires for
the men’s game but umpires for the women’s game are sadly lacking and the SCHUA
and the South Women’s’ League have agreed some steps to alleviate the problem. However the issue of neutral umpires in the
women’s game is a national problem.
Only in the South does the regional umpires committee make appointments
to two women’s divisions.
The standard of coaching
and play has improved enormously in recent years. The new, experimental, rules must be judged a success by
providing a faster game. Umpiring needs
to move to keep pace. Much more needs
to be done to find umpires for top county and regional hockey willing to be
committed to neutral umpiring which the game so obviously needs. This cannot be done by HUAs standing
alone. Our clubs are the cornerstone of
hockey and more has to be done by clubs to encourage umpires to leave the
sheltered environment of their own club.
It goes without saying that clubs who benefit from neutral umpires should
be fully appreciative of them and recognise that another club put in much of
the work to encourage that umpire in the first place. There are too many top clubs who think umpires just appear!
During the year Council met
on three occasions and Management five times.
Officers and members of Management also attended numerous EH meetings
many connected with the Single System.
As I said last year the pressure on the volunteer system, in part
generated by today’s economic climate, has not slackened. This year the doubling of the junior
competitions with separate clubs and schools has exacerbated the problem. There is only so much the limited resources
– men and women and facilities - can take.
I mentioned last year
something of the threats to hockey. A
new government and a hard-pressed economy could create further pressures
particularly where pitch maintenance and replacement is concerned. All clubs will need to be alert to the
risks. One bright spot has to be the
Government’s decision to put on hold the Independent Safeguarding Authority and
its intended bureaucracy. We clearly
need to protect our junior members but we also need a good dose of realism too.

I am pleased to present the
Accounts of the Association for the year ended 31 March 2010, its tenth year of
operation .The Accounts comprise a Summary Income and Expenditure Account, a
Detailed Income and Expenditure Account and a Balance Sheet, in the same format
as last year, to reflect the activities of the Association in a clear and
consistent manner. In essence where funds are generated by specific activities
and are then to be expended only on those activities, a ring fenced fund has
been set up and Income and Expenditure during the year is set against this fund
.The balances on each individual fund are carried forward on the Balance Sheet
and comprise the Coaching Fund, the Minihockey Fund, The South Youth (Boys)
Fund, the South Youth (Girls) Fund, the Women’s South League Fund and the Youth
General Fund. All other activities of the Association during the year are shown
on the Income and Expenditure Account and are set out in such a manner to show
clearly from what sources our Income is derived and where it is spent as
compared to the previous year.
The Accounts are drawn up
to include all items of Income and Expenditure relating to the period under
review which were notified to me by 20 June 2010 and any other Liabilities or
Income due of which I am aware and which have a material effect on these
Accounts.
The Summary Income and
Expenditure Account shows a surplus of £8,572 which represents the balance of Affiliation
Fees remaining after the net financing of the various competitions as shown in
the Detailed Income and Expenditure Account.
Affiliation fees for the year at £8,995 are in line with expectations
but slightly reduced from last year.
Once again Fees from Berkshire, Sussex and Middlesex have been received
late in the day which is a cause for concern and is unfair to the other
Counties which submit their fees on time. The year’s income from Affiliation
Fees has been enhanced by contributions from the Women’s Indoor tournament,
together with a non-refundable appeal to the Disciplinary Committee and Bank
and War Stock Interest. However the
lack of income so far from the Men’s Indoor Tournament, the small deficit from
the Women’s Veterans Tournament, the cost of Kit for the Veterans teams and the
reduction of £965 Bank Interest caused by the continuing fall in interest
rates, means that this year’s Net Income at £8,572 is £2,302 less than last
year .
I am pleased to report that
after the financial debacle of the 2008 single system competition where the
Association was landed with a deficit of £8,710 this year’s JRPC and Tier 1
Competitions have resulted in a small surplus of £1,684.
Overhead Expenses have
reduced by £540 this year; the Increase in Insurance has been more than offset
by the lack of Presentations to retiring Officers and no charge for the website
this year. After administration charges the excess of Income over Expenditure
for the year is £7,994 compared with the Deficit of £638 in the previous year.
To this Excess of Income is
added retained earnings from previous years of £ 25,912 and a write back of
provisions made for liabilities incurred in previous years which have not
materialised of £2,110, leaving £36,016 to be carried forward for funding
future South Hockey Programmes
In addition the above the
Balance Sheet shows further funds available of £42,042 which are ring fenced
for Coaching and Development, Minihockey, Women’s South League and Youth .
I am pleased to report that
the Association remains in good financial health and Affiliations at the
current level will enable it continue to do so. I therefore propose that
Affiliations for the 2010/2011 Season remain at £6 per team although this may
need to be reviewed next year.
I am indebted to County
Treasurers and all those members of the Association who organise Competitions,
Leagues ,Training and collection of monies for the efficiency with which they
go about this task to achieve the financial stability mentioned above.

Southern Counties
Hockey Association
This report on the Accounts of the Southern Counties Hockey Association (SCHA) for the period ended 31 March 2010 which are set out on pages 3 to 5, is in respect of an examination of the financial statements and the financial records of the SCHA presented to me by the Honorary Treasurer.
Basis of this Report.
My examination was carried out and included a review of the accounting records kept by the Honorary Treasurer and a comparison of the accounts with these records.
The procedures undertaken do not provide all the evidence that would be required in an audit and consequently I do not express an audit opinion on the view given by the financial statements
In my opinion proper accounting records have been kept; the SCHA accounts agree with the accounting records and no matters have arisen from my examination which give cause for concern.

Since September 1st
2009 there have been 71 Red Cards issued to players of clubs in the South and
this figure includes red cards issued in EHL matches. The number of Red Card offences is showing a large rise over the
last two seasons and this is extremely disappointing especially as the number
of MMOs and Disrepute Offences have also risen.
We have had one
appeal so far this season and a date for an oral hearing is still to be
arranged. There have been two appeals resulting from England Hockey matches and
the England Disciplinary Officer has dealt with both of these after consulting
with all the RDAS. I am pleased to say that Colin Howard has recovered from his
ill health and is waiting patiently to resolve the current appeal.
There have been a
serious increase in the number of MMOs and Disrepute charges with a total of
nineteen incidents, the majority of these have been for umpire abuse after the
final whistle has been blown and they appear to represent all ages since both
female and male players have been found guilty.
Split
between the counties, the following details are shown, this season, Kent has
had the most cards with Berks having the least. Also, Middlesex have the worst
record for MMOs and Disrepute Charges with Oxon, the only county, having none.
The second column shows where MMOs or Disrepute Charges have been issued.

Considering
the number of appointments made throughout the region the number of Red Cards
issued is still relatively small, but we must continue to ensure that the
clubs, who have been very supportive on all suspensions handed out by the CDAs,
make sure that their players continue to respect whoever is blowing the
whistle. The worrying aspect is the number of MMOs and disrepute charges being
brought for verbal abuse and hopefully the clubs and counties will be able to
reverse this current trend as soon as possible.. Out of the above totals two
Red Cards, one MMO and one Disrepute Charge were given in one game to British
Airways players. In another match five Eastcote Simbas players were given
suspensions resulting in a disrepute charge being brought against them.
Once again I would
like to thank everyone in the South for their continued help and support and
especially the CDAs and deputies who have given consistently fair decisions
when called upon.
